Earlier this week, President Barack Obama called for a "tech surge" to fix the problems with Healthcare.gov, the barely functional marketplace where Americans are supposed to buy health insurance under the Affordable Care Act (ACA). The administration is being opaque about exactly how many new employees equate to a "surge," but details are slowly leaking out.
